Court records claim Democrat Foster abused wife

CONFLICTING CLAIMS - Illinois millionaire Bill Foster claims on his campaign website that he and his ex-wife stayed on "good terms." Court records show that while they were married, she accused him of abuse, and held her "hostage" after their divorce.
Portraying a warm and fuzzy family image is nothing new for politicians seeking to curry favor with voters. But Illinois Democrat Bill Foster, seeking election to Congress in the district once held by former House Speaker J. Dennis Hastert, has taken things a step further – boasting on his campaign website of the amicable relationship he enjoys with his ex-wife, who divorced him in 1996.

“Bill and Ann are both very proud of remaining on good terms and making things as easy as possible for their kids,” Foster wrote on his candidate biography.

But according to Illinois court records obtained by the Majority Accountability Project (www.majorityap.com), the Foster’s were far from being “on good terms” during their testy divorce proceedings.

In fact, in a motion filed in Circuit Court in Kane County, his then-wife Ann claimed Foster “pushed, shoved and caused physical abuse and emotional harm…putting her in fear for herself (and the couple’s) minor children.” Ann Foster asked the court to remove her husband from the home they shared, and that the court “issue a temporary restraining order against (Bill Foster) from calling, harassing or touching (Ann Foster).”

Equally troubling is Foster’s claim that “Bill and Ann agreed to live within a few blocks of each other in Batavia.” Court records indicate Ann Foster’s decision to live near her soon-to-be ex-husband was not voluntary.

A provision of the couple’s divorce settlement stipulated that if Ann Foster moved outside of the Batavia School district prior to their daughter’s eighteenth birthday, “wife shall pay to husband the sum of Fifty Thousand Dollars ($50,000).” Circuit Court Judge Keith Brown, who presided over the couple’s divorce, seemed stunned.

“I have never seen a provision as this, such as $50,000 payment if someone moves out of the school district,” he said in a transcript obtained by majorityap.com. “I’m not sure if that’s – let’s say when that day comes, the enforceability of that provision would be an issue.”

The judge said of Bill Foster that “it almost sounds, on the initial surface, as if you are holding someone hostage to stay within any school district, which is not in the law of the State of Illinois.”

There is some evidence the Foster's once acrimonious relationship has improved.

Ann Foster has since moved from the Batavia School district, and now draws a paycheck from her ex-husband. According to Foster’s campaign website, she “works as a software engineer for Bill's company in Wisconsin.”

If Bill Foster and his

If Bill Foster and his ex-wife are not on good terms, why in the world would she max out her contributions to Foster's campaign 4 times over? That makes absolutely no sense.

Easy answer

Not only did she give him money (and he's paying her, so no surprise), so did the son and his college-aged daughter. When you were a sophmore did you have thousands of dollars to give to political candidates? Looks to me like they're might be a little suspicous donating going on - you guys should look into it.And I don't know if being on good terms now matters. Jeri and Jack Ryan were on good terms when he was running for the Senate. That didn't stop the papers from writing about their divorce, and every salacious detail (over the wife's objections). If Bill Foster abused his wife, we have a right to know. Why isn't anybody else reporting this? Thank God for majorityap.com. Someone needs to get the facts out.

Why, why do you trust divorce court filings??

Again we see this sillyness. What reason is there to trust the filings in a divorce court record. Would the court impose a penalty for perjury? On the person who makes the false representation? On the lawyer who filed it, even knowing it was false? Of course not. The attempt to destroy anyone who dares to seek a place in the public eye has resulted in our current Congress (to say nothing of the current Illinois legislative turmoil).  We read, " If Bill Foster abused his wife, we have a right to know." but how will we weigh the evidence? Will we demand sources whose credibility is worthy of our trust. Surely not the records from a divorce. Hang your head in shame. Not just Jack Ryan, but also one of the Democratic candidates in the same race will never provide public service. Aren't we lucky to have the Chicago Tribune to protect us!! Indeed, someone needs to get the facts out. Just the facts!!

A *conservative* partisan went after Ryan's divorce first

Nobody's reporting it Anon 2/22/08 15:09 because it's a non-issue. Foster and his ex-wife are on good terms. She's maxed out on giving to his campaign. Would she do that if she didn't like him? She still works for him. Would she do that if she didn't like him? She appeared in one of his ads. Would she do that if she didn't like him? On and on. :: As for Jack Ryan, he went back to court after the fact to have his previously public divorce records sealed just before he began preparing to run for Senate. And it was Gen. Borling's primary campaign manager -- not the Tribune or other papers -- who tried shopping out Mr. Ryan's divorce papers before the GOP primary that year. Borling fired that guy, but he was the reason the newspapers went to court to find out why Mr. Ryan had the divorce papers sealed after they had originally been public. (It's like breaking the cookie jar while sticking your hand in it... and then hiding the pieces to cover it up.) Get your facts straight. :: In both divorce cases -- Ryan and Foster -- it was conservative partisans who trying to peddle divorce papers for public consumption. Difference is Ryan tried to hide his. Foster and his ex-wife have been open about this difficult time from their past. :: Perhaps MAP will go after John McCain's divorce documents next.

Editor's response

It was the Chicago Tribune, not a "conservative partisan" that filed suit to unseal Mr. Ryan's divorce papers. That is a fact. The paper cited the public's right to know, and voters' ability to examine the character and background of the candidate, as their reasons for making public details of Mr. Ryan's divorce records. The public's right to know should be as relevant to a Democrat candidate as it was a Republican candidate. As to whether the Foster's are now on good terms, the point is moot. Jeri Ryan requested her records not be made public, but the paper and other Illinois media ignored that request. Further, the media also believed Mr. Ryan had not been forthcoming. Neither has Mr. Foster. He claims on his website that he and his ex-wife "agreed" to live within a few blocks of one another following their divorce. A judge disagreed. He accused Mr. Foster of attempting to hold his soon-to-be ex-wife "hostage." His words, not ours.We stand by our story.- Ed.

Jack Ryan's records that

Jack Ryan's records that were sealed were not DIVORCE records.  They were CHILD CUSTODY records.  He did everything he could to keep the details of an autistic son out of the public eye.  The Tribune wouldn't hear of it.  The Tribune sued to force the issue.  They devastated a great young man's life.  Get YOUR facts straight, Rob. . . if you know what they are.
